Acquisition Analyst

Location: Remote (Telework with occasional on-site meetings at NIH, Bethesda, MD)
Salary: Starts at $100,000, based on experience

Purpose:

We are seeking an experienced and highly organized Acquisition Analyst to support the National Institutes of Health (NIH). The successful candidate will assist in managing the simplified purchase order process, supporting both simplified and large contract award processes. You will be responsible for preparing acquisition packages, researching regulations, and ensuring compliance with federal acquisition policies. This role requires a deep understanding of federal procurement and the ability to navigate complex contract award and administration tasks.

Duties and Responsibilities:

  • Assist with the management of simplified purchase orders and large contract award processes
  • Prepare acquisition packages for both simplified and complex contracts
  • Conduct specialized contract administration work, ensuring compliance with federal rules and regulations
  • Research and apply acquisition policies, regulations, and procedures
  • Prepare and review all pre-award documentation, including market research reports, acquisition strategies, and independent government cost estimates (IGCEs)
  • Collaborate with Contracting Officer's Representatives (COR) on acquisition documentation such as Statements of Work (SOW), Statements of Objectives (SOO), and Performance Work Statements (PWS)
  • Support internal tracking and planning of acquisitions for NIDDK
  • Develop training materials related to CPARs, technical evaluations, and other acquisition processes
  • Provide overall project management support for contract integration and coordination, including activities carried out under subcontracts
Required Qualifications:
  • Bachelor's Degree (B.S. or B.A. required)
  • Minimum 3 years of experience in federal acquisition and procurement, with more experience preferred
  • Strong knowledge of acquisition planning, pre-award processes, contract administration, and market research techniques
  • Familiarity with the Federal Acquisition Regulation (FAR)
  • Proficiency with Microsoft Office Suite, including SharePoint
  • Effective communication, organization, and interpersonal skills in a fast-paced, multi-tasking environment
  • Ability to produce accurate work with minimal supervision
  • Eligibility for a Public Trust clearance (required to start)
  • Knowledge of NIH's Purchasing Online Tracking System (POTS) and NIH Business System (NBS) preferred
Preferred Qualifications:
  • Experience in contract administration for federal biomedical research, development, communications, and IT-related acquisitions
  • Background in federal procurement in a healthcare or research environment
Physical Demands and Working Conditions:
  • Primarily remote with occasional on-site meetings as needed
  • Must be able to work a standard 40-hour work week
