The College of Arts and Sciences is the largest academic unit at Indiana University Bloomington. It is composed of 40+ departments, 50+ Centers, Programs, and Institutes, while also including the Eskenazi School of Art, Architecture and Design, the Hamilton Lugar School of Global and International Studies, and The Media School. Faculty in the College teach over 50 percent of the Indiana University (Bloomington) credit hours and the College occupies about 1.3 million square feet of space in 80+ buildings on the Bloomington campus.

Job Summary

Department-Specific Responsibilities

  • Serves as a key member of the College Finance Leadership Team.
  • Directs the team responsible for managing the day-to-day fiscal and administrative operations for the Finance Office of the College of Arts and Sciences.
  • Develops, enhances, and streamlines administrative operations related to budget and grant management, and aligns the budget and budget management processes to best serve internal and external stakeholders.
  • Collaborates closely with the Assistant Dean of Finance and Administration to develop best practices for financial management along with a coordinated plan to communicate and implement them.
  • Responsible for managing the day-to-day fiscal and administrative operations for College of Arts and Sciences finance office. This involves supervising, mentoring, and providing guidance to College Finance staff, as well as department fiscal officers who are required to report to financial staff.
  • Works collaboratively to develop best practices in managing available resources throughout the year.
  • Works with College units to provide standard operating procedures, effective communication, and expertise in budget management.
  • Makes recommendations to the Assistant Dean of Finance and Administration on ways to improve effectiveness of financial operations.
  • Serves as interim fiscal officer for units within the College. Provide guidance, direction, and overall financial management resources to these units during transitions. Review current process and procedures for opportunities. Communicate with Chairs and Directors of these units.
  • Approves financial transactions as required by university policies for fiscal officers for the College.
  • Actively contributes to the development of College policies and procedures for ensuring effective compliance with all institutional fiscal mandates and policies.
  • Serves as liaison for administrative issues on behalf of the College of Arts and Sciences with various oversight offices, including, but not limited to, International Services Office, Bursar, Vice Provost for Academic Affairs and the Vice Provost for Research.
  • Partners with Assistant Dean of Finance and Administration on projects to improve the financial operations, best practices, and engagement of financial staff within the College.

General Responsibilities
  • Directs the daily and long-term financial and/or administrative operations of multiple institution organizational units or a multi-faceted academic research and teaching unit within a school or college.
  • Responsible for accuracy, timelines, and the general integrity of the Financial Administration family.
  • Controls all expenditures and statement of accounts to ensure regulatory compliance and fiscal integrity.
  • Manages complex revenues including internal and external sources.
  • Directs the management of general appropriation, endowment, federal and non-federal grants and contracts, and gift funds.
  • Prepares operating and project budget drafts. Creates annual revenue and expenditure budget for school or support unit.
  • Monitors functional area budgets and reports any significant deviations from approved budgets. Develops budgetary policies and procedures.
  • Responsible for supervising business support personnel.
  • Develops, plans, and directs special projects, which may include space renovations, space allocations, staffing, equipment purchases, long-range plans, leasing of off-campus space and services.
  • May oversee and direct variety of human resources activities including employment, labor relations, benefits, training, and classification for functional area.

EDUCATION

Required
  • Bachelor's degree in finance, business, or related field
Preferred
  • Master's degree in business administration or public administration or related field
WORK EXPERIENCE

Required

4 years related functional experience
1 year of management experience

Preferred
  • 10 years of financial/administrative/budgeting experience
  • 5 years supervisory experience
  • Experience managing and developing financial operations, including leading a team of budget professionals

  • Advanced knowledge of financial statements and different budgetary models; ability to apply in different situations
  • Knowledge of human resources laws and procedures as related to managing staff; Knowledge and understanding of the importance of mentors and mentorships
  • Demonstrates ability to create workable solutions from broad concepts and ideas, projections, forecasting, and long term planning

  • In-depth knowledge of IU fiscal/administrative policies and processes, particularly with regard to international affairs, and policies governing visas and hiring of non-US citizens, as well as a variety of specialized policies and regulations related to sponsored research activities (A-21 reporting, cost share requirements, indirect cost calculation, human subject rules, etc.)
  • Familiarity with federal agency guidelines and restrictions, Bloomington campus and College operating practices, procedures norms, and administrative systems (HRMS (personnel), KFS (financial), SIS (student information), IUIE (decision support), KC (research administration), IUF-ETA (Foundation)

Working Conditions / Demands

This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. The person in this role must be able to perform the essential functions with or without an accommodation.

Work Location

$92,000 - $115,000 annualized wage, paid monthly
