Overview

SUMMARY

Eagle Eye Electric, LLC, a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Environmental, Safety, & Health (ES&H) Officer to support construction operations at Los Alamos National Laboratory, New Mexico. This position will oversee and enforce project(s) safety, health, risk, and environmental programs to ensure a safe and healthy work environment.
Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Participate in the engineering design review of safety and health requirements to ensure regulatory compliance and best practices.
  • Facilitate hazard analyses to identify workplace dangers and implement safety measures to mitigate them.
  • Manage safety programs, including creating and implementing safety programs at LANL, and motivate teams to maintain optimal safety.
  • Spearhead safety inspections across project sites
  • Conduct Lockout/Tagout (LOTO) inspections and program design to ensure energy control compliance.
  • Manage respiratory and Lock-Tag Out Energy Control programs and oversee sub-contractor agreements.
  • Coordinate OSHA reporting and injury tracking functions with detailed documentation and timely reporting.
  • Develop and enforce safety culture and compliance programs across multiple facilities.
  • Deliver specialized safety training programs such as Safety Orientation and Hazard Communication
  • Direct accident investigations to identify root causes and implement preventive measures.
  • Assuring all required safety documentation is submitted and approved prior to any construction activities taking place.
  • Enforcing all safety standards in accordance with approved programs and plans.
  • Conduct daily safety huddles and regular weekly safety meetings.
  • Assist with and collect all pre-task planners for all contractors.
  • Participates in all meetings as needed and reinforces and reports on safety specific elements.
  • Collect and assist in weekly safety toolbox discussions with contractors.
  • Conduct Job Hazard Analysis (JHA) review during preparatory meetings with crews and subcontractors.
  • Assess the site-specific safety training needs and conduct site safety training or schedule training.
  • Conduct daily walk-through inspections of construction areas and document inspections.
  • Identify, document and recommend resolution of hazardous/potential hazardous conditions; follow through to ensure corrections have been made.
  • Investigate personal injury and property damage accidents and follow all required processes for reporting.
  • Compile data, photographs, etc.; prepare all pertinent forms and reports per program procedures and federal, state, local regulations associated with accidents.
  • Assist in emergency action plans and implementations along with rescues as required.
  • Assist in the collection and review of all pre-construction safety elements prior to mobilization.
  • Assist in maintaining all safety systems and equipment, including but not limited to fire protection, fall protection, gas detectors, lock/out, tag/out and grounding systems.
  • Has the ability to Stop Work for unsafe acts or improperly installed work that may led to the injury of person or property.
  • Is the authority and lead on all safety related tasks, assignments, items, and issues on the project site.
Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications
  • Bachelor of Science degree in applicable field of study
  • Certified Safety Professional certification
  • 20 years of experience in safety management roles across various industries including construction, manufacturing, and utilities.
  • Experience managing safety programs for large-scale construction projects.
  • Proven track record in injury reduction, risk management, and regulatory compliance.
  • Experience developing and delivering training for OSHA and other safety programs.
  • Experience with OSHA, EM 385-1-1 and other regulatory requirements and industry standard.
  • Experience directing, training, and motivating field personnel.
  • Understanding of federal construction requirements and ability to adhere and manage.
  • Experience managing safety on federal government construction projects at LANAL is a requirement.
  • EM 385-1-1 certified
  • Construction Quality Management for Contractors certified
  • Current CHST and/or STS-C certification or the ability to obtain these BCSP certifications within a 6 month period
  • CPR/1st Aid/AED qualified
  • S. Citizenship (required for access to secure areas of Military Base)
  • Ability to obtain badging for DOD and Federal Government installations

Knowledge, Skills and Abilities
  • Expertise in Safety & Health Operations Management, Injury Assessment, and Regulatory Compliance.
  • Skilled in hazard analysis, accident investigation, and risk management, with a focus on reducing injuries and workplace hazards.
  • Strong leadership and team management abilities, especially in cross-functional environments.
  • Adept in the creation and execution of safety training programs, safety culture change initiatives, and continuous safety improvements.
  • Proficient in handling industrial hygiene issues, including hazardous chemical exposures and environmental health assessments.
  • Exceptional time management, communication, and relationship-building skills.
  • Ability to manage multiple concurrent projects, prioritize tasks, and drive projects to completion.
  • ESHO shall maintain competency through Continued Education hours of documented
formal, on-line, or self-study safety and health related coursework every year. Examples

of continuing education activities that meet this requirement are: writing an article, teaching

a class, reading/writing professional articles, attendance/participation in professional societies/meetings, etc.
  • Ability to effectively communicate orally and in writing in English
  • Ability to use a computer, Word, Excel, E-mail, etc.
  • Additional specialized training or education may be required based upon tasks or hazards associated with specific Delivery Orders as required by the Government.
  • Experience working with a team to develop means and methods to complete construction tasks in a safe and efficient manner by identifying proper PPE and equipment.
  • This position requires extensive coordination and time management skills as it requires work across multiple project as well as back office paperwork and daily field inspections/meetings.

Preferred
  • Master(s) degree in applicable field of study

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS
  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.

WORK ENVIRONMENT

This position requires the ability to maneuver around construction sites, see, hear, and verbally communicate with co-workers and clients. Essential and marginal functions may require maintaining physical condition necessary for sitting, walking or standing, lifting, pushing, pulling, twisting, throwing, reaching, squatting, stretching, bending for prolonged periods of time; at times lift and carry as much at 50 pounds; near visual acuity to review written documentation; ability to hear and understand speech at normal room levels.

SUPERVISORY RESPONSIBILITIES
  • No supervisory responsibilities.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
