Location: Nebraska Emergency Management Agency, 2433 NW 24th Street, Lincoln NE
Job Duties:
*Plans site and desk reviews to examine compliance with appropriate grants and their guidance; reviews budgets to ensure the efficient use of funds; recommends appropriate fiscal corrections or changes for consideration by the project managers.
*Reviews, processes, and reconciles reimbursement requests for local entities assisting with any state disaster declaration.
*Performs multiple front-end processes to include but not limited to - entering data onto forms and/or databases; correspondence and contact with sub-awardees and local officials; sorting and filing correspondence and records to ensure uniform storage and generating standardized reports. Assist with Federal Funding Accountability and Transparency Act (FFATA) by regularly updating the Federal Funding Accountability and Transparency Act Sub-award Reporting System (FSRS).
*Assists with state and federal audits.
*Monitors and reconciles disaster grant budgets.
*Reviews requisitions, billings, memorandums of understanding and contracts pertaining to federal or state aid for formal procedure and proper documentation.
*Reviews and interprets data on vouchers, invoices, computer printouts and other source documents, files or databases to ensure the information is accurate and complete and in compliance with established grant guidelines, policies and procedures.
*Provides technical assistance to local entities regarding submission of grant information and records keeping ensuring compliance with federal and state regulations.
*Acts as liaison between project officials, federal and state authorities.
Hourly Pay Rate is $22.853 - $33.688. Pay rate may be commensurate with education and experience, if approved.
Requirements/Qualifications
Minimum Qualifications: Bachelor's degree in grants management, business administration, public administration, accounting, budgeting, or a related fiscal field, and two years experience in grant management, contract administration, accounting, budgeting, or other fiscal related areas of work. Additional years of experience in the areas listed may substitute for the required education, on a year-for-year basis.
Other: Background check will be required. Must have a valid driver's license.
Incumbents in this position, after a successful probationary period, are assigned as an Agency Watch Officer on a rotational basis. When serving as Watch Officer, incumbent must be available in the event of an emergency on a 24-hour basis for a seven day period. Additionally, incumbents must be able to report to the NEMA office within a timely manner and be available to travel away from home for up to two weeks at a time. Normal overnight travel up to 10-15% of work schedule. Incumbent physical requirements include: the ability to move/lift/push/pull 50 lbs on occasion and the ability to work in outdoor temperature extremes.
Knowledge of to apply the principles of accounting, statistics, and fiscal management; comprehend and follow complex and technical procedures, policies and operating details of an accounting system, design reports and financial statements; operate office equipment such as personal computers, photocopiers and desk calculators, analyze data and draw conclusions; organize and present facts and information so others will understand; communicate to exchange and elicit information; grant/project management and monitoring; budgeting procedures; fiscal aspects of grant management, including accounting principles, practices, methods and procedures; research methodology and data collection and analysis; computer software applications (i.e., Smartsheets, Grants Portal and Microsoft Office).
Ability to read and interpret Federal Rules and Regulations, Federal Grant guidelines and apply them; analyze financial transactions; communicate effectively and accurately verbally and in writing; effectively manage time and assigned tasks to meet deadlines; work under pressure; work within a team.
