Job Description:
JOB DUTIES: Under the direction of the Access Program Manager, this position will be primarily involved in the development and management of a reservation-based hunting access program and the point of contact for staff and users. Coordinate communication with software contractor, managers, developers, and the technical team. Manage and deliver system changes as user/staff needs evolve. Provide reports and budgeting details to track program expenditures. Utilize ArcGIS Pro to provide user maps and location information of program sites. Act as a technical resource in assisting users to resolve software and hardware problems. Develop support materials and training to agency staff. Provide leadership to staff as needed. Investigate application malfunctions and communicate both oral and written results. Provide analysis to management by using available reports or generating SQL inquiries as required. Perform routine maintenance on developed applications. Research agency related business processes, rules, regulations, policies, and standards.
The successful candidate will create and maintain a database to track budgets, access enrollments and habitat accomplishments, ensure that the contracts meet the standards of the contracting procedures, and provide accomplishment and budgetary reports to Division Administration. Applicant shall coordinate with Agency and Conservation Partner staff (example Pheasants Forever) to meet program objectives; including but not limited to communication, outreach, education, and marketing. Assist in activities and projects within the division as assigned.
Requirements/Qualifications
Minimum Qualifications: Post high school coursework, training, or experience in the analysis of business processes and system requirements, and the creation of business process applications.
Preferred Qualifications: an associate's or bachelor's degree in Business Administration, Accounting, Computer Science, Information Systems or another related field. Three year's business analyst or application development experience with point of sale or web-based ordering systems. Application development and lifecycle management. Ability to create SQL queries and use report generation products.
Other: Driver's license is required. Overnight travel may be required.
KNOWLEDGE, SKILLS, & ABILITIES: Knowledge of system analysis and design. Business requirement analysis techniques. Software development lifecycle. Specification development and writing. Application interfaces. Principles and processes involved in business and organizational planning, coordination, and execution. Instructional methods and training techniques. Working knowledge of ESRI (ArcGIS Pro and Survey 123) ,other mapping software applications, such as OnX Maps and Microsoft products preferred. Working knowledge of SQL, data query and report creation software. Experience producing data queries and reports. Skills in analyzing needs and product requirements to create a design; finding ways to structure or classify multiple pieces of information; troubleshooting; conveying user's perspective to the technical team in technical language; conduct tests to ensure programs and or equipment are operating as expected. Prepare project work plans and monitor work progress. Ability to identify and resolve problems. Develop creative ways to solve a problem; think logically; organize, plan, and prioritize work. Test, debug, document, train and implement solutions to business process applications. Excellent customer service and written and oral communication skills are required. Regular and reliable attendance.
