Overview:
ACS Professional Staffing is looking for an employee to work on-site with our client. This IT Project Manager position will provide comprehensive project management support, ensuring the successful execution of projects from initiation through completion. Responsibilities include organizing and coordinating project teams, developing project plans, and managing resources. This role involves monitoring project timelines, identifying risks, and facilitating effective communication among stakeholders. The IT Project Manager will also handle documentation, process optimization, and training coordination while ensuring compliance with security and governance standards. This full-time position is located in Vancouver, WA.

Pay Rate: $34.88 - $49.84

Responsibilities:
  • Provide project management support to facilitate manager-assigned TT Services' Internal Business Operations project or projects, from beginning to end with guidance from the PM Program Manager, manager, team lead, or other personnel with the authority to do so, including:
  • Organize, coordinate, and facilitate the work of project team(s) and serve as liaison between business and technical aspects of projects, which includes planning project stages and assessing business implications for each stage.
  • Draft project plans, resource strategies, and develop funding estimates required to advance each defined effort.
  • Identify and secure the necessary subject matter experts needed during the project.
  • Forecast, recommend, and request appropriate project resources to fulfill project needs; resource requests must be submitted to, coordinated with, and provided by appropriate Performance Managers.
  • Monitor progress of assigned projects to track timelines, milestones, deadlines, standards, and targets, alerting appropriate personnel of any obstacles or potential delays to project timelines, targets, or success; recommend corrective action(s).
  • Alert manager of and obtain appropriate authorization for any potential changes to project cost, schedule, or performance.
  • Facilitate project meetings between a variety of departments and disciplines as needed.
  • Coordinate the creation and documentation of revised processes, roles, and responsibilities.
  • Communicate regularly with executive sponsors, key stakeholders, strategic partners, and Tier II managers across the organization, independently and in team meetings. Maintain consistent communication with the project sponsor, performance managers, and clients on the progress of the project versus the plan.
  • Facilitate resolution of conflicting team positions; address and navigate politically sensitive issues in a collaborative and professional manner. Escalate to manager for assistance and guidance as needed,
  • Provide background information, technical input, options, and recommendations for project decisions as requested by manager. Note: All decisions are made by specific Federal personnel or executive boards. Contract workers may only provide recommendations.
  • Collaborate and work with project sponsors and performance managers to remove obstacles impacting timely project completion.
  • Draft a final project report, including project "lessons-learned" for management review and acceptance.
  • Take a pro-active stance on project risk management:
  • Anticipate and identify potential areas of risk and obtain guidance from the company or Program manager, Contracting Officer's Representative (COR) or Contracting Officer (CO) as appropriate.
  • Track, monitor, and facilitate resolution of issues and risks identified within projects, as well as compliance related dependencies.
  • Maintain issue, risk, and/or action logs.
  • Develop, draft, and recommend contingency plans to minimize / eliminate risks on an ongoing basis for review and approval by appropriate manager / personnel.
  • Facilitate and support the following functions:
  • Written and verbal sponsor, stakeholder, and project team communications.
  • Issue project status reports on a regular or as requested basis.
  • Project team coordination, including milestone management and clear communication of deliverables.
  • Monitor issues and risks identified within the project as well as integrated dependencies and the issues and risks associated with those assumptions.
  • Team and sponsor meeting coordination.
  • Facilitate and support the following deliverables:
  • Scope definition and management
  • Business requirements and needs analysis from various stakeholder perspectives.
  • Process and system design requirements.
  • Gap Analysis from the "as is" to the "to be" state.
  • Implementation planning including optimizing milestones and building upon successes, coordination of test plans, and system testing.
  • End User Training.
  • Project, procedure and process, system, User, training, and other documentation as required.
  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
  • When necessary, manage the successful transition of a project or program of projects to another project manager including any training, documentation, or meeting coordination required to bring the new PM fully up to speed on all critical aspects of the work and introduce them to executive sponsors and key stakeholders.
  • Coordinate and assist management with transitions of identified project resources as needed. This may include gathering information from departing/transitioning resources to identify subject matter expertise, documenting workloads, identifying training requirements to facilitate smooth transitions.
Requirements:
  • A bachelor's degree in business administration, computer science, information technology, management, engineering, or a related technical discipline is preferred.
  • 1 year of experience is required with an applicable bachelor's degree.
  • 5 years of experience is required without a degree or applicable degree.
  • Experience should include project management of IT related projects using industry standard methods and tools for managing schedules, dependencies, resources, funding, and developing technical specifications and project plans for medium-sized projects.
  • Visio, MS Project, and SharePoint experience.
  • Experience successfully coordinating multiple projects simultaneously as a program under the guidance of a Program.
  • IT project experience within an Information Technology or Operational Technology environment.
  • Valid U.S. Driver's License is required.
