SUMMARY
Paragon Professional Services (PPS), a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified - Management Analyst II for Office of Foreign Policy Advisors (POLAD) and Assist the Defense Integration Office. To recruit, train and support POLADs while advancing and improving the program. There are currently 90 State Department POLADs assigned to U.S. military commands in 12 states and nine countries overseas. The office is comprised of a Director/Coordinator, a Deputy Director , a Special Advisor, a Management Officer, a Management Analyst, a Program Analyst, a UNCLASSIFIED -6- UNCLASSIFIED Training Specialist, a Pathways Intern an Office Manager and interns assigned periodically.
Responsibilities
ESSENTIAL DUTIES & RESPONSIBILITIES
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.
- Manages the schedule of the Office Director, arranging meetings and conferences, and ensuring efficient coordination within the POLAD Office.
- Assists the new PM Defense Integration Office, supporting critical and sensitive security assistance activities. This includes coordinating schedules, meetings, and conferences for the office, and ensuring seamless integration of tasks and priorities.
- Advises on transportation policies, prepares travel arrangement, and finalizes travel expenses and vouchers.
- Facilitates effective and efficient contact with key stakeholders, UNCLASSIFIED -7- UNCLASSIFIED meeting participants, and internal/external officials.
- Speaks for the principal on administrative and operational matters, or pragmatic areas within the assigned area of responsibility.
- Analyzes administrative processes and/or agency programs. Communicates with colleagues, agency management, and other contacts outside the agency to gather and analyze information about agency processes and programs. Writes reports, letters, and other documents with recommendations for management programs, policies and activities.
- Perform management and/or program support work, such as planning, research, analysis, correspondence control, communication, and/or special projects.
- Assists POLADs with updating security clearances, obtaining new passports, and building passes, and obtaining RSA tokens to access Open Net remotely.
- Initiates and processes requests for travel authorization for all members of the office and obtains visas, passports, and other documentation required for travel.
- Tracks authorizations to ensure that airline tickets are purchased in a timely matter.
- Completes travel vouchers and ensures accuracy.
- Prepares and submits expense vouchers for local travel. Obtains funding for logistical support for travel and/or language support services.
- Serves as the point of contact for representational funds, ensuring that reimbursements are processed.
- Carries out other special assignments as required.
- Perform procurement and other administrative functions.
- Solicit, evaluate, negotiate, administer, award, analyze, advise on administrative processes.
- Perform administrative work, including travel, personnel administration, budgeting, procurement, property management, data entry, records management, or supplies.
- Coordinate office moves, office construction, and other facility improvements which include recommending selection and requisitioning of furniture, purchasing/leasing equipment, obtaining telephone services and equipment, and obtaining maintenance agreements for the equipment procured. Manages and/or prepares responses to correspondence in an organization; and/or acts as a liaison or handles communication with persons and/or groups within and outside of the organization.
- Coordinate facilities and related arrangements for planning conferences, assist with presentation materials, and provide onsite support.
- Carries out other special assignments as required.
- Over time implementation not to exceed 100 hours in 52 weeks

A bachelor's degree in business administration, international relations, financial management, accounting, or human resource management is required. Candidates should have at least eight years of experience in management, program support, and planning work. Expertise in a wide range of qualitative and quantitative methodologies for assessing and improving program effectiveness or enhancing complex management processes is essential. A comprehensive understanding of Departmental, Bureau, and Office program goals and objectives is necessary to develop creative and innovative solutions to problems and issues that may lack prior research, methodology, or history. The candidate must possess the ability to manage change flexibly and influence events and resources to achieve desired results. Skills in coordinating priorities, commitments, and multiple viewpoints to create productive outcomes are crucial. The ability to make accurate and evidence-based recommendations to change procedures, methods, policies, and programs persuasively is also required. Highly organized with excellent oral and written communication skills, the candidate should be able to handle multiple tasks simultaneously and work independently. Proficiency in Microsoft Office programs, including Outlook, Word, Excel, and PowerPoint, is necessary, along with the ability to quickly learn and use proprietary applications and systems for processing administrative requirements such as travel, time and attendance, and procurement.

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.
SUPERVISORY RESPONSIBILITIES - No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
