Department Information

The Bowen Center for Health Workforce Research and Policy is named in honor of Otis R. Bowen, MD, former Governor of Indiana, Secretary of Health and Human Services for the United States, Chair of the National Governors Association, and committed family medicine physician.

Through collaborations with state and federal agencies, nonprofit organizations, academic partners, health professionals, employers, and community advocates, the Bowen Center contributes to analyzing complex health workforce issues and informing related policy and programming.

Job Summary

  • Provides advanced consultation and works with faculty, staff, and/or student researchers in conducting quantitative and qualitative research focused on policy impact(s); examines the impact of policy and regulatory decisions, as well as develops evaluative models to assess and report on complex policy questions.
  • Consults on complex research design and performs advanced statistical analysis; interprets data and develops strategic recommendations for clients.
  • Conducts advanced project research and manages aspects of project execution (may include design, methodology, data collection, analysis and report preparation).
  • Serves as team lead and/or principal investigator on most projects; provides project management (such as research planning and design, communicating important project updates to staff and stakeholders, developing and managing timelines/deadlines, developing compliant research protocols/processes and any necessary documentation, etc.); solely manages all aspects and responsibilities of some projects.
  • Independently authors and co-authors policy-relevant papers with staff and faculty; develops theories and empirical applications publishable in external journals.
  • Serves as primary contact for clients (client management) for policy research; identifies new clients and cultivates relationships with potential funders through business development plan(s) and responses to RFP (requests for proposals); develops new project ideas, presents concept proposals to clients/potential clients and develops scope of work to address problems and help facilitate understanding and/or proposed changes.
  • Drafts and disseminates research study output (such as progress reports, professional presentations, posters, abstracts, technical reports, journal articles, and/or funding proposals); presents research to various audiences.
  • Provides guidance and support to less experienced faculty, staff, and/or student researchers working on the project; often acts as mentor to student researchers; provides training, assigns, monitors, and evaluates work.

EDUCATION

Required
  • Master's degree preferably in public policy, business administration, or related field
WORK EXPERIENCE

Required
  • 3 years of research project management, policy research, or related experience

Working Conditions / Demands

This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. The person in this role must be able to perform the essential functions with or without an accommodation.
