The Traditional Health Worker (THW) Manager is responsible for managing a THW team and executing a THW strategy to improve the health of PacificSource members across all lines of business, with an emphasis on Medicaid. This role is responsible for project management, delivery, and debrief of the annual THW Medicaid deliverables. This work will deliver on the quadruple aim of improving member and provider experience, clinical/quality outcomes, and reducing the cost of health care.

Essential Responsibilities:

  • Provide leadership for THW liaison and coordinator roles to ensure successful regional strategies for budgeting, programs, payments, and workforce development are launched, tracked, and analyzed.
  • Successful execution on Medicaid deliverables including reviewing feedback for future areas of opportunity. Ensure timely submission to state health authorities.
  • Lead enterprise-wide initiatives aimed to improve network adequacy, THW utilization, and workforce sustainability through partnerships with external and internal stakeholders.
  • Identify systems supporting or creating barriers to this work to ensure THWs can continue to bridge communities and health systems for innovation.
  • Ensure all THW payor models advocate for high quality care and access while empowering health plan members and advocating for health equity at every turn.
  • Provide technical assistance and support for training and education for contracted community-based or provider partner organizations. This may include development of materials, webinars, and other educational documents. Promote education through PacificSource mediums and external presentations.
  • Oversee existing and prospective THWs in enrolling as providers, navigating certification, tracking progress, assisting with state registration, and providing technical assistance as needed.
  • Lead the annual THW Integration and Utilization Plan. Work with THW team and Director of Community Health Strategy to ensure alignment with the healthcare workforce development program, and compliance with state regulations and the Oregon Health Authority's Traditional Health Worker Commission's best practices under the Office of Equity and Inclusion.
  • Actively participate in internal and external meetings for feedback, collaboration, and approval as THW subject matter expert including covering regional work, as needed.
  • Develop and manage required reports that meet the department's annual plans and goals.
  • Develop effective solutions and manage schedules, timelines, activities, and milestones to ensure thorough development and timely implementation of projects. Routinely monitor and report on progress.

Supporting Responsibilities:
  • Meet department and company performance and attendance expectations.
  • Participate in and support project teams led by other departments and provide necessary input to support the goals of colleagues.
  • Follow the Pacific Source privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  • Perform other duties as assigned.

SUCCESS PROFILE

Work Experience: Five years of experience in healthcare, public health, or community-based organization including at least two years of experience as a THW or in health care coordination. Experience leading teams in healthcare or relevant field also required. Experience with Oregon Medicaid, program development, project management, and quality improvement strongly preferred. Proven track record of managing multiple high-risk, high-visibility, initiatives from definition through implementation.

Education, Certificates, Licenses: Bachelor's Degree in related field or equivalent combination of education and experience is required. THW training and certification strongly preferred.

Knowledge: Knowledge and understanding of THW roles, social determinants of health, and health equity. Commitment to diversity and inclusion. Excellent organizational skills demonstrating efficient documentation methods. Demonstrated successful communication and interpersonal skills. Ability to be nimble in a fast-paced environment with competing deadlines. Demonstrated skills with the following software: Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Visio), SharePoint, and data analytics software are preferred. Strong understanding of regulatory requirements, technical writing, project management, and the desire to continue to position PacificSource as an industry leader.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 10% of the time. Rare overnight travel.

Physical Requirements: Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing.
