General Summary

Under consultative supervision, direct and oversee the business enterprise of ambulatory/unregulated clinical services and business operations across UM Shore Regional Health. With a strong emphasis on strategy, business development, and operational functions, the VP of Ambulatory Services will drive the bottom-line performance of the enterprise. Plan and develop the strategic opportunities, implement ongoing goals and objectives to support the ambulatory strategies of UM SRH. Build partnerships with physician community, including members of the SRH Medical Group, Shore Orthopedics, contracted and community-based practices, as well as UM SOM Faculty. Regarding Maryland's unique reimbursement model, the VP of Ambulatory Services will work to implement programs and services that improve access, increase quality, reduce the overall total cost of care, and ensure UM SRH's position in statewide programs such as EQUIP, ESIP, MIPs, etc.

Organizations under the management of the VP of Ambulatory Services includes Shore Medical Group, Shore Orthopedics, Imaging Centers, Ambulatory Surgery Centers, Outpatient Rehabilitation, and outpatient Joint Ventures. Participate with UM SRH senior leadership team, medical staff, clinical leaders, business leaders; to develop and direct decision-making structures and processes. Demonstrate business acumen, industry knowledge, personal leadership in service quality management through activities at the strategic and operational levels, innovative contributions to quality efforts, and the selection and development of a results-oriented staff.

Principal Responsibilities and Tasks

  • Develop strategic and operational goals and objectives to support the vision, mission, and values of UMMS and UM SRH.
  • Manage the financial performance of ambulatory service entities to maximize both the strategic objectives and the bottom-line performance, accountability, productivity, efficiency, and cost effectiveness of the organization.
  • Develop initiatives to foster the competitive growth of new markets/services and increase share of current markets.
  • Evaluate clinical indicators/trends, business practice indicators/trends, new technologies and clinical advancements in outpatient services to develop associated business development initiatives.
  • Ensure that departments comply with all state and federal regulatory requirements.
  • Represent ambulatory business service lines in institutional planning.
  • Work collaboratively with senior leadership, medical staff, clinical administrative staff, and business staff to develop a long-term strategy for clinical program development.
  • Develop and maintain a human resource management plan which supports the achievement of clinical, service quality and financial objectives, and involves staff at all levels in the organization in defining and achieving service excellence. Create an organizational climate which supports and values diversity and recognizes the contributions of staff from diverse backgrounds.
  • Demonstrate personal and professional leadership within UMSRH, the university, community and among health care and business colleagues. Is responsible for continual self development and learning.

    Qualifications
    Qualifications

  • An advanced degree (Masters) from an accredited college or university in Business Administration, Health Services Administration, or related area of graduate study is required.
  • A minimum of 3 to 5 years of progressive experience in a private practice, medical group, physician services, or other ambulatory patient care environment.
  • In depth knowledge of private practice revenue cycle, billing and coding, including performance improvement initiatives.
  • Demonstrated effectiveness in partnering with physician leaders to drive business success and manage and directing practice operations towards highly effective performance.
  • Ability to accomplish results through others. Demonstrated ability to delegate effectively and to establish clear guidelines for accountability. Ability to build consensus and provide strong leadership in a team environment, with the highest of professional and personal integrity.
  • Strong business planning and program development skills; a proven track record in the development of market impacting clinical services.
  • Knowledge of current managed care, payor contracting, revenue generation, and other reimbursement issues relevant to unregulated ambulatory services is preferable.
  • Highly effective communication skills are necessary to work with Medical Staff, Board of Directors, Administration/Senior Management, hospital personnel, the media, and the community.

  • IV. Patient Safety

    Ensures patient safety in the performance of job functions and through participation in department or unit patient safety initiatives.
  • Takes action to correct observed risks to patient safety.
  • Reports adverse events and near misses to appropriate management authority.
  • Implements policies, procedure, and standards consistently in the performance of assigned duties.
  • Develops effective working relationships and maintains good communication with other team members.
  • Identifies possible risks in processes, procedures, devices and communicates the same to those in charge.
