Job Description:
Position Summary
Assist in managing the day-to-day operations to ensure the standards of the contract are met in a cost effective, safe and efficient manner. Assist in preparing and implementing asset management and maintenance programs in accordance with approved operating guidelines and budget. Ensure compliance with Webber Infrastructure Global Standards.
Primary Duties and Responsibilities
- Conduct audits as required to verify compliance with the contract and the quality management plan and the Safety Plan.
- Work with the Maintenance Manager to determine best practices for managing administrative processes in order to maximize efficiency and effectiveness.
- Initiate actions to prevent the occurrence of non-conformities in processes and systems.
- Perform QA / QC and safety field reviews including inspections and reports, reviews maintenance management reporting, and ensure quality and accuracy of data.
- Responsible for managing the workers' compensation loss control program including claims, benefits, compensation, and modified work programs. Approves and negotiates settlement of claims.
- Responsible for enforcement and compliance with all HSE regulations, including documentation, tracking, and statistical reporting for regulatory agencies.
- Advises project leadership of associated HSE risk management issues and take proactive steps to manage risks.
- Oversee training programs and requirements to ensure the safe operations, including the development of annual safety plans in coordination with the Maintenance Manager.
- Conduct risk assessments, safety reviews, and audits. Identify and resolve HSE deficiencies.
- Act as the Project's HSE resource educating, training, advising, and supporting management, site personnel and sub-contractors of the requirements of relevant legislation and its application to Project activities.
- Lead the investigation into any environmentally related concerns and incidents.
- Control, periodically review, and update the Site Specific Safety Management Plan, Security Management Plan, Training Plan, Environmental Management Plan, Hurricane Plan, and any other project related plans and procedures as referenced in the Operations & Maintenance Plan or as required by Project Manager.
- Participate In O&M Meetings.
- Assist in preparing HSE Incident Alerts safety legislation updates for toolbox talks.
- Advise and assist in the preparation of Job Hazard Analysis and Pre-START forms.
- Facilitate the Site Safety Committee.
- Thoroughly investigate incidents, accidents, dangerous occurrences and close calls at the project.
- Lead Monthly Safety meetings.
- Present the Project HSE Orientation.
- Manage the Project skills and training database.
- Establish and coordinate the Fair Play Model for effectively reporting, registering and actioning HSEC non-conformances and any noncompliance.
- Plan, perform and report on Hazard ID's, Job Safety Observations, Critical Process Confirmations, Operational Process Confirmations, and HSEC Workplace Inspections, auditing both employee and subcontractor activities and systems to ensure they meet the requirements of the relevant standards, sub-contract agreements, plus company and client expectations.
- Ensure prompt reporting of all incidents or close calls in accordance with procedures.
- Work with the project management team to generate and update project HSEC Hazards Register.
- Perform safety and risk evaluations on all project vehicles, equipment, and systems.
- Perform as Project HSE and Regulatory Risk Coordinator.
- Perform Audits of Maintenance Activities and Tunnel Closures.
- Perform Tunnel Induction Meetings, as needed.
- Work with the project management team to identify, implement, monitor, and confirm HSEC solutions.
- Participate in the continuous improvement process through a consultative and team approach.
- Promote a positive HSEC culture in the workplace.

- Carry out all duties in line with Company policies and procedures as amended from time to time.
- Assist the Project Manager and other team members as required to ensure the successful delivery of contract obligations;
- Assist in completing other HSEC related activities identified by the project management team to be an action item for the project.
- Other duties as assigned.
Education:- Bachelor's Degree or higher degree in engineering or related degree; or degree can be substituted for equivalent work experience and technical expertise in Quality Management, Safety, or Environmental Engineering.
Certification and Licenses
- Valid Driver's License with good driving record (required)
- ISO Auditor Certification
Job Specific Skills:
- Advanced knowledge of asset management and road maintenance, repair, and/or construction. Must be able to adapt to a constantly changing environment.
- Must be able to negotiate, coordinate and plan effectively. The incumbent must possess strong problem solving and communication skills.
- A well organized, self-directed individual with the ability to provide strong leadership. Possess the ability to manage and organize multiple priorities, maintain a significant customer focus and positive customer service attitude.
- Demonstrated proficiency in navigating and utilizing computer skills (including proficiency in the Microsoft Office Suite and Microsoft Project environment.
- This position requires a highly developed sense of safety awareness and perceptive ability. Must have the ability to recognize hazards inherent in routine and non-routine tasks and make adjustments to avoid loss, injury or accident.
- Must be able to communicate with co-workers safety instructions.
- Must be able to think clearly and focus on your safety in your immediate surroundings, while using tools and equipment, while driving or operating equipment. Will be required to wear Personal Protective Equipment (PPE) appropriate to your job.
- As a supervisor, you are required to lead by example; encourage co-workers and supervised employees to correctly use PPE; follow proper safety rules of conduct, take appropriate corrective actions, including the initiation of disciplinary action to enforce the use and observance of PPE and safety rules within your area of supervised responsibility.
- Overview compliance with Environmental and Health & Safety Plans, including statutory obligations.
- Ensure prompt reporting of all incidents or close calls in accordance with procedures.
- Identify and report problems in processes or systems and recommend solutions to problems identified
- Initiate actions to prevent the occurrence of non-conformities in processes or systems.
- Verify and confirm the effective implementation of determined solutions.
- Participate in the continuous improvement process through a consultative and team approach.
- Promote a positive HSE&Q culture in the workplace.
Experience:
- A minimum of 5 years' experience in a Safety/Quality role.
- High level of computer skills, including Excel, Word and PowerPoint.
- An ability to liaise at all levels with the Client and Subcontractors.
- Experience in management of the internal audit process
